Board of Finance Minutes 6/14/04
The Board of Finance held a regular meeting on Monday, June 14, 2004 in the meeting room at Town Hall South, 3 Main Street, Newtown, CT.   Chairman John Kortze called the meeting to order at 7:30 pm.

PRESENT:  John Kortze, James Gaston, Harrison Waterbury, Michael Portnoy, Peter Giarratano, Joseph Kearney       
                     
ALSO PRESENT:  First Selectman Herbert Rosenthal

VOTER PARTICIPATION:  None present

COMMUNICATIONS:  Finance Director Spragg had sent each member a copy of the Monthly Budget Update.
        First Selectman Rosenthal advised that he received a large amount of information from Mr. Tim Northrup of the Trust for Public Lands, which was requested by Mr. Gaston.  Chairman Kortze asked if Mr. Northrup could be invited to attend a future Board of Finance meeting, once members have had a chance to look over the materials sent.   

ACCEPTANCE OF MINUTES:  Upon motion by Mr. Gaston, the minutes of the 5/27/04 meeting were unanimously accepted as presented.

NEW BUSINESS

Transfer
Mr. Gaston moved to transfer FROM Account 01570-2000 Contingency $25,000 TO Account 01445-0000 Tercentennial $25,000.  Motion seconded
        Mr. Portnoy pointed out that during budget deliberations, this Board decreased the budget request from $75,000 to –0-.  First Selectman Rosenthal advised that during the budget process, the Legislative Council was deliberating about increasing some of the funding.  It was discussed at that time that there would be money left in Contingency at the end of this fiscal year, which could possibly be given to the committee to get their fund raising started.  They cannot do that without some “seed” money.  
        Mr. Portnoy asked how much money will be left in Contingency at the end of this fiscal year.  Mr. Rosenthal advised there is $94,959.  Mr. Portnoy stated that he is willing to make a personal donation to the Tercentennial celebration but does not feel we should be asking the taxpayers to fund.  
MOTION CARRIED:  4 YES (Kortze, Gaston, Waterbury, Kearney) – 2 NO (Portnoy, Giarratano)

Discussion of Administrator’s Contract Negotiations
Mr. Gaston moved to enter executive session and to invite clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 8:05 p.m. and returned to open session at 8:35 p.m. at which time the meeting was adjourned.
